How do I file if I have no internet at home?

I only get internet at the school PC for 30 min. Can I draft at home and send later? Also can my friends confirm my complaint without accounts? Thank you!

The site works offline — write your complaint in the form, close the page, it saves on your phone/PC. When internet returns it files automatically. Vouching needs an account but viewing does not.
